The Stark SWCD Urban Program was established to meet the County’s needs in complying with Ohio EPA NPDES Phase1& 2 Permit requirements. The program assists designers and developers in using the most effective best management practice’s (BMP’s) on earthmoving/construction projects.
 It also assists contractors and excavators in implementing these practices throughout all phases of a construction project by following a well designed storm water pollution prevention plan (SWPPP). Once construction is complete, water quality BMP’s are inspected for any problems and reports sent to MS4 communities and home owner associations for maintenance.

Local and county regulations require an SWPPP be submitted and approved for any site that will disturb 1 acre of land (or less if part of a larger common plan of development or sale). Use the links below for WQ regulations, plan submittal procedures, SWPPP checklist, fees and earthmoving permit.
