Administration of the Stark SWCD is the responsibility of a five-member Board of Supervisors, who are elected for three-year terms. Members of the Board must reside in the county. Board Meetings are held the second Tuesday of each month and are open to the public. If you would like to attend, please call the office at 330-830-7700 x 103 to confirm date, time and location.

The Board

Jim Halter
Jim is presently serving as Board Chairman.  He has been on the Board since 2000.  He presides at all meetings, plans the order of business and observes proper parlimentary procedures during the meetings.  Jim resides and farms in Jackson Township.

Jennifer Smith
Jennifer serves as Vice-Chairman.  She has been on the Board since 2001.  In addition to acting in place of the Chairman, she must consult and work closely with the Chairman.  Jennifer lives on a farm in Bethlehem Township.  She is a florist and is also very active in Farm Bureau.

Gary Ramsey
Gary is the Fiscal Agent.  He is responsible for signing checks and vouchers for all authorized expenditures.  Gary resides in Nimishillen Township and is self-employed in custom combining and hauling.

Rodney Campbell
Rodney serves as Board Secretary.  He is responsible for signing the Board minutes, notifying members of meetings, and handling correspondence on behalf of the Board.  Rodney is a dairy and grain farmer in Washington Township.  

John Speicher
John serves as Equipment Manager.  He is responsible for the maintenance of currently owned equipment and vehicles, as well as purchase of new.  John is a dairy farmer in Tuscarawas Township, where he also serves as Township Trustee.

The Staff

Carolyn Gabric
Carolyn is the District Administrator.  She is responsible for the day-to-day operation of the District.  Carolyn manages the staff and works closely with the Board of Supervisors in handling finances, policies, training, and planning.

Julie Berbari
Julie is the Urban Resource Coordinator.  She supervises and works closely with the urban technicians and oversees the implementation of the County's Water Quality Regulations.

Jodi Cespedes
Jodi is the District Secretary/Administrative Assistant.  In addition to her many receptionist and clerical duties, she is also responsible for the billing of our services and the maintenance of our records and files.  She works closely with the District Administrator and performs many Board related requests.

Tyson Lamielle
Tyson is the Urban/Ag Technician.  He inspects and monitors sites that fall under the County's Water Quality Regulations.  As Ag Technician, he administers the Pollution Abatement procedures and assists NRCS with technical help when needed.  

Brian Prunty
Brian is the Water Quality Technician. He works with the County's MS4 Operators on EPA's NPDES water quality issues and inspects all stormwater treatment practices.

Andy Bayham
Andy is the District Conservationist for USDA-NRCS.  He administers the USDA conservation programs.
